Zech. 4:6 February 25, 2009 Frank Peace, Acting Chief International Bureau, Satellite Division Federal Communications Commission 445 12th Street SW Washington, DC 20554 Dear Mr. Peace, This is to request a Special Temporary Authority to operate a KU—Band, VSAT Earth Station for Calvary Chapel Lynchburg. Calvary Chapel Lynchburg applied for an earth station authorization on January 29, 2010, File Number SES—LIC—20100129—00132, Callsign E100024, for a new 2.4 meter KU—Band R/T fixed earth station for Calvary Chapel Lynchburg. The earth station will be used to distribute audio programming from the main studio of Calvary Chapel Lynchburg to two or more transmitting locations. After extensive research, it was determined that Calvary Chapel Lynchburg could only effectively use this satellite link as its primary link to its transmitter site in Pamplin, VA due to a significant terrain obstruction between its main studio and its transmitting facility, possibly requiring costly multiple terrestrial links. SCPC satellite operation is the only efficientfinancial and spectral use of resources. Calvary Chapel Lynchburg in now engaged in construction of the new radio facility and plans to sign on the air with the Pamplin facility on or about Friday, March 5th, 2010. Previous to this sign—on of the authorized facilities of WEQP, Pamplin, VA, Calvary Chapel needs to cross—pol test the link with SES and test link reliability. Thus Calvary Chapel Lynchburg requests a Special Temporary Authority to operate its uplink facility beginning Wednesday, March 3, 2010 until the pending authorization application is granted. Any consideration of this request would be greatly appreciated as Calvary Chapel Lynchburg seeks to serve the public in the timeframe outlined herein.
