                               Clarksburg, Maryland C—band Earth Station E080011

           Dear Ms. Dortch:

           Intelsat North America LLC ("Intelsat") herein requests a grant of Special
           Temporary Authority ("STA")‘ for 30 days, beginning February 26, 2010, to
           utilize its Clarksburg, Maryland C—band earth station to communicate with the
           Dutch—licensed NSS—5 satellite at 20° W.L. The antenna will transmit in the
           frequency band 5925—6425 MHz and will receive in the frequency band 3700—
           . 4200 MHz to/from NSS—5 at 20° W.L. Intelsat‘s license for the E080011
             antenna allows communications in these bands to an Intelsat satellite at this
           point of communication."

           Intelsat plans to use this antenna to support C—band customers on Intelsat 603
           that will temporarily transfer to the NSS—5 satellite upon the latter satellite‘s
           arrival at 20° W.L. As the Commission is aware, NSS—5 will soon replace
           Intelsat 603 at 20° W.L.* Because the NSS—5 satellite has not yet been granted
           U.S. market access, this STA request seeks authority for the E080011 earth
            station to communicate temporarily with a Dutch—licensed satellite. Intelsat
           incorporates herein by reference the market access showing made by New
           Skies Satellites B.V. in its market access petition.*

           Grant of this STA request will not result in risk of harmful interference into
           any lawfully operating facility. The antenna will communicate with the NSS—5
            satellite in accordance with the technical parameters of its current license. In

 the extremely unlikely event that harmful interference should occur, Intelsat
 will take all reasonable steps to eliminate the interference.

  Grant of this STA request will enable Intelsat temporarily to relocate C—band
  customers currently operating on Intelsat 603 to the NSS—5 satellite, thus
  ensuring continuity of service to those customers. Grant of this STA request
  will thereby serve an immediate public interest. Moreover, the STA is only
  required for a brief period of time. Intelsat plans to transition these customers .
— quickly off of NSS—5 onto other Intelsat satellites operating at nearby orbital
  locations. Intelsat respectfully requests expeditious treatment of this request to
  preserve continuity of service for these customers at 20° W.L. until they canbe
  transitioned to other satellites.
