                                   Clarksburg, Maryland C—band Earth Station E080011

            Dear Ms. Dortch:

            Intelsat North America LLC (Intelsat") herein requests a grant of Special
            Temporary Authority ("STA")‘ for 60 days, beginning immediately, to utilize
            its Clarksburg, Maryland C—band earth station to communicate with the Intelsat
            603 satellite at 20° W.L. The antenna will transmit in the frequency band
            5925—6425 MHz and will receive in the frequency band 3700—4200 MHz
            to/from Intelsat 603 at 20° W.L. Intelsat has a pending request to modify the
            E080011 license to allow the antenna to communicate in these bands, among
            others, to this point of communication."

            Intelsat plans to use this antenna to support C—band customers on Intelsat 603
            that currently are utilizing a different Intelsat antenna that needs to be
            upgraded for use with the Intelsat 25 satellite at 31.5° W.L. In essence, Intelsat
            is swapping one antenna for the other. As the Commission is aware, NSS—5
            will soon replace Intelsat 603 at 20° W.L." Intelsat will shortly file a separate
            STA request to allow the E080011 antenna to communicate with the Dutch—
            licensed NSS—5 while Intelsat‘s C—band customers are temporarily placed on
            NSS—5.

              In support of this request, Intelsat incorporates byreference its pending
            , application for authority to use this antenna to transmit in these frequencies to

 20° W.L. on a permanent basis.* The application contains detailed technical
  information (in Exhibits A—E) that demonstrates that the operation of the earth
  station will be compatible with its electromagnetic environment and will not
  cause harmful interference into any lawfully operating facility. In the
  extremely unlikely event that harmful interference should occur, Intelsat will
— take all reasonable steps to eliminate the interference.

 Grant of this STA request will enable Intelsat immediate to free up another
 antenna for use with a different satellite, while ensuring continuity of service to
 those customers currently utilizing the other antenna. Grant of this STA
 request will thereby serve the public interest. Intelsat respectfully requests
 expeditious treatment of this request so that the antennas can be swapped in
 time to allow the upgrade discussed above.
