DIRECTV Enterprises, LLC‘s request for Special Temporary Authority is GRANTED in
accordance with the terms, conditions, and technical specifications set forth in
DIRECTV‘s application and supplements, the conditions set forth in this Attachment, and
the Commission‘s rules.

1. DIRECTV shall ensure that a 24/7 POC Boeing Flight Director, 310—744—9076, be
available during in—orbit testing.

2. DIRECTV shall notify AFFMA (robert.lando@pentagon.af.mil, 703—428—1513) 24
hours prior to the commencement of operations. DIRECTV shall also notify AFFMA at
the conclusion of operations.

3. All operation shall be on an unprotected and non—harmful interference basis, i.e.,
DIRECTV shall not cause harmful interference to, and shall not claim protection from
interference caused to it, by any other lawfully operating radiocommunication system. In
the event of any harmful interference as a result of operations pursuant to this STA,
DIRECTV shall cease operations immediately upon notification of such interference and
shall immediately inform the Commission, in writing, of such an event.

4. DIRECTV shall notify Iridium (donna.bethea—murphy@iridium.com) when it initiates
and terminates in—orbit testing.

5. DIRECTV‘s operations in the 18.3—18.8 GHz band (space—to—Earth) are not entitled to
protection from co—primary terrestrial services until the period during which terrestrial
Fixed Service stations remain co—primary has expired. 47 C.F.R. § 25.145(g).

6. The 17.8 — 20.2 GHz band is shared with U.S. Government space stations and
associated earth stations in the fixed—Satellite Services. Services within the United States
over the satellite network of which this is a cooperating earth station are subject to
coordination under US334 and operation of the earth station(s) authorized herein will be
subject to any technical constraints resulting from this coordination.

                    REQUEST FOR SPECIAL TEMPORARY AUTHORITY
                          Call Signs: E070027 and E090076

       DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
Authority ("STA") for up to 30 days to conduct in—orbit testing ("IOT") and telemetry,
tracking and control ("TT&C") operations for the DIRECTV 12 satellite (call sign
$2797) while at 76° W.L., from its Castle Rock, Colorado and New Hampton, New
Hampshire earth stations (call signs E070027 and EQO90076, respectively). These earth
stations are licensed to operate across the entire Ka band (18.3—18.8/19.7—20.2 GHz
downlink, 28.35—28.6/29.25—30.0 GHz uplink), and include authorizations for TT&C
operations.‘ DIRECTV requests that the STA be structured to begin upon arrival of the
satellite at 76° W.L.

        DIRECTV 12 is scheduled for launch in late December 2009. DIRECTV has
requested temporary authority to conduct IOT of the Ka—band payload at 76° W.L. before
moving the satellite to its operational orbital location." The STA requested herein will
support the IOT phase of the DIRECTV 12 mission. DIRECTV is requesting authority
for two earth stations to ensure the maximum amount of flexibility in conducting these
operations, and in the interest of redundancy should a problem arise with one of the
antennas. DIRECTV will coordinate with potentially affected satellite operators in
accordance with industry practice, and will operate on a non—interference basis.

        The requested STA will serve the public interest by ensuring that the DIRECTV
12 satellite is properly tested to assure that it will operate safely and in good working
order so that it can make productive use of valuable spectrum/orbital resources as soon as
possible. Accordingly, DIRECTV respectfully requests that the Commission grant this
STA request as expeditiously as possible.




‘   DIRECTV will use 29255.00 and 29497.00 MHz for its command uplinks and
    18302.25 and 18302.75 MHz for its telemetry downlinks.
