                                      Description

        MTN License Corp. (“MTN”), pursuant to Section 25.120(b)(3) of the
Commission’s rules, 47 C.F.R. § 25.120(b)(3), hereby requests a 60-day extension of its
existing Special Temporary Authority (“STA”) to operate in the extended (13.8-14.0
GHz) Ku-band frequencies using its earth station license operating under Call Sign
E070219 in Holmdel, New Jersey. See File Nos. SES-STA-20090602-00684 (initial STA
request); SES-STA-20090723-00907 (STA extension request); and SES-STA-20091001-
01266 (second STA extension request). The existing STA expires on December 6, 2009,
and MTN requests an extension through February 4, 2010.

        In its initial request for STA, MTN explained that it had an immediate need to use
the 13.8-14.0 GHz Ku-band frequencies, which were proposed to be added permanently
to E070219 in a modification application filed concurrently with the STA request. See
File No. SES-MFS-20090602-00677 (the “Modification Application”). The Modification
Application has remained pending before the Commission for six months, during which
time MTN, pursuant to its STA, has provided vital communications services to U.S.
Government customers whose particular requirements could not otherwise be met due to
a lack of available conventional Ku-band space segment capacity. These particular
customer requirements will continue past the December 6 expiration date of the existing
STA, thereby necessitating this request to extend the STA for another 60 days pending
Commission action on the Modification Application. Grant of the instant extension
request will serve the public interest by enabling MTN to meet important U.S.
Government customer needs without delay or interruption.

        All communications under STA will continue to be through Estrela do Sul 1
(Telstar 14), located in the 63° W.L. orbital slot, or Telstar 11N, located in the 37.55°
W.L. orbital slot. In addition, MTN recognizes and agrees that its transmit operations in
the 13.8-14.0 GHz band are subject to footnote US356 of the U.S. Table of Frequency
Allocations, 47 C.F.R. § 2.106, and Section 25.204(f) of the Commission’s rules, 47
C.F.R. § 25.204(f), which require fixed-satellite service earth stations operating in the
13.75-14.0 GHz band to operate with an equivalent isotropically radiated power (“EIRP”)
of between 68 and 85 dBW. To the extent that MTN’s STA operations involve carriers
whose operations fall below the minimum required EIRP, MTN will not claim any
additional interference protection beyond that which it would otherwise be entitled to
claim were it operating at the minimum 68 dBW EIRP limit.

        In summary, MTN respectfully requests that the Commission grant this request
for extension of its Special Temporary Authority for a period of 60 days commencing on
December 6, 2009.
