Pursuant to Section 25.120(a) of the Regulations, in "circumstances requiring ... temporary use offacilities, request may be madefor special temporary authority to install and/or operate new or modified equipment." EMF currently produces its ‘K—LOVE‘ and ‘Air 1‘ network programming in Rocklin, California and recently made plans to move its morning show programming production to Indianapolis with commencement of operations on December 1, 2009. To distribute the programming from Indianapolis, one of the two programming networks will use EMF‘s existing CONUS uplink license but the requested satellite uplink is necessary to ensure the remaining network can feed numerous EMF stations around the country on and after December 1, 2009. The instant STA request is in the public interest because it will ensure uninterrupted service to hundreds of EMF stations around the country. Enclosed is an Anti—Drug Abuse Act Certification executed on behalf of the licensee. Because EMF is a noncommercial educational licensee, no filing fee is required.
