                       Onboard Vessels Pending Action on ESV Application, Call Sign E090001

Dear Ms Medley:

KVH Industries, Inc. (“KVH”), pursuant to Section 25.120(b)(3) of the Commission’s Rules, 47 C.F.R. §
25.120(b)(3), hereby requests a new Special Temporary Authority (“STA”) for continued operation of up
to 600 earth stations onboard vessels (“ESVs”) as authorized in its existing STA, File No. SES-STA-
20090831-01093. STA is sought for a period of 60 days commencing on November 4, 2009.

KVH currently has an STA for operation of these ESV terminals in the Pacific Ocean region using a
gateway earth station located in Kapolei, Hawaii (Call Sign E010236) and the GE-23 satellite at 172° E.L.
See File No. SES-STA-20090831-01093, granted for a term from September 7, 2009 to November 4,
2009. KVH requests that the Commission grant a follow-on STA permitting continued network
operations for 60 days commencing on November 4, 2009, and that authorizes service to be provided
consistent with the technical and operational information contained in the original STA request.1
Operations also will be consistent with the services proposed in KVH’s pending ESV license application.2
KVH acknowledges and accepts that the requested STA may only be granted on an unprotected, non-
harmful interference basis and without prejudice to its underlying ESV application.

KVH seeks a further extension of the STA to continue to meet ongoing U.S. government and private
commercial demand for its broadband maritime service. KVH provides affordable access to high speed
Ku-band satellite communication services to ships and smaller vessels heretofore not able to receive such
services using a 24” Ku-band maritime terminal that can easily be integrated on vessels as small as 40 feet
in length.

While the KVH service supports many applications that are urgently needed by U.S. commercial and
private maritime users, including broadband weather notifications, data and telephony communications,
logistical applications, etc., there is also a homeland security need to support U.S. government maritime
operations. Grant of this STA extension will strongly serve the public interest by allowing KVH to
continue to provide affordable and reliable broadband communications to the U.S. Coast Guard and other
maritime customers.
