Dear Ms. Medley:

        On October 19, 2009, KVH Industries, Inc. (“KVH”) filed a request for Special Temporary
Authority (“STA”) to operate up to 15 Land Mobile-Satellite Service (“LMSS”) earth stations in the 14.0-
14.5 GHz and 11.7-12.2 GHz frequency bands pursuant to Section 25.120(b)(2) of the Commission’s
Rules, 47 C.F.R. § 25.120(b)(2). Since that time, rules for Ku-band vehicle-mounted earth stations
(“VMESs”) have become effective. Although KVH still requests STA authority to operate the proposed
LMSS network on a secondary basis (rather than on a primary basis under the VMES rules), it is filing
supplemental information for association with the underlying STA request to confirm compliance with
certain aspects of the VMES rules and clarify other elements of the request. KVH understands that this
submission will allow its pending STA request to be placed on public notice and processed in due course.

       First, KVH confirms that the 24/7 point of contact provided in the STA request (see Exh. A,
Narrative at 1 n.1) is for both ESV and LMSS operations. Thus, the KVH point of contact for control of
LMSS operations is Brian Arthur, VP, Product Development, KVH Industries, Inc., 50 Enterprise Center,

        Second, KVH acknowledges the information collection requirements set forth in Section
25.226(a)(6) of the Rules, 47 C.F.R. § 25.226(a)(6), which requires VMES operators to maintain a record
of vehicle location (i.e., latitude/longitude), transmit frequency, channel bandwidth and satellite used (at
intervals no greater than five minutes); retain them for a period of not less than one year; and make them
available upon request to a coordinator, fixed system operator, satellite operator, NTIA or the
Commission within 24 hours of the request. KVH confirms that it will comply with this provision.

      Finally, KVH clarifies that the heading in Table 1, Column 5 in the STA Request Narrative (see
Exh. A at 4) contains a typographical error. Rather than dBW/40 kHz, the column heading should read
dBW/4 kHz.

       KVH appreciates the opportunity to supplement its pending STA request looks forward to working
with the Commission staff to facilitate expeditious action on the request.
