     Intelsat North America LLC herein requests a grant of STA for 30 days,                                         from November 18,
     2009 through December 17,              2009,     to use its Clarksburg,              Maryland Ku—band earth station,
     call sign KA258,         to provide LEOP services for the W7 satellite that is expected to be
     launched on November 18,              2009.

             Dear Ms. Dortch:

             Intelsat North America LLC (“Intelsa’c”) herein requests a grant of Special
             Temporary Authority ("STA")‘ for 30 days, from November 18, 2009 through
             December 17, 2009, to use its Clarksburg, Maryland Ku—band earth station ——
             call sign KA258 —— to provide launch and early orbit phase ("LEOP") services
             for the W7 satellite that is expected to be launched on November 18, 20092
             The LEOP periodis expected to last approximately ten days."

             The W7 LEOP operations will be performed in the following frequency bands:
             14250.0 MHz and 14499.8 MHz (uplink), and 10950.2 MHz and 11701.2 MHz
             (downlink). The LEOP operations will be coordinated with all operators of
             satellites that use the same frequency bands and are in the LEOP path.* All
             operators of satellites in that path will be provided with an emergency phone
             number where the licensee can be reached in the event that harmful                                         '
            'mterference occurs.

             ‘ Intelsat has filed its STA request, an FCC Form 159, a $17500 filing fee and
             this supporting letter electronically via the International Bureau‘s Filing    '
             System ("IBFS").                                          .
             > The permanent orbital location for W7 is 36° E.L.
             * Intelsat is seeking authority through December 17, 2009 to accommodate a _
             possible launch delay.
             * Telespazio, which is managing the W7 launch mission, w111 be handlingthe
           . coordination.

In further support of this request, Intelsat is attaching Exhibit A and B, which
contain a waiver request, as well as technical information that demonstrates
that the operation of the earth station will be compatible with its
electromagnetic environment and will not cause harmful interference into any
lawfully operating terrestrial facility." In the extremely unlikely event that _ '
. harmful interference should occur due to transmissions to or from its earth
  station,Intelsat will take all reasonable steps to eliminate the interference.

Grant of this STA request will allow Intelsat to help launch the W7 satellite to
the 36° E.L. location. This, in turn, will help expand capacity at that location
and thereby promote the public interest.
