B) All operations are on a non—protected, non—interference basis.

C) PanAmSat shall coordinate its operations with neighboring satellites with + 6 degrees
of its orbital location.

D) PanAmSat shall immediate cease operations if interference is reported.

PanAmSat Licengsgee Corp. herein requests a grant of Special Temporary Authority for 30 days,            from
November 20,      2009 through December 19,   2009,   to use its Ellenwood,   Georgia earth station,   call
sign E940333,      to provide TT&C services to the Intelsat 14 satellite while the satellite undergoes
IOT at 47.0 W.L.,      is drifted to its final location,     and operates at its final location.

                Dear Ms. Dortch:

                PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
                Temporary Authority ("STA")‘ for 30 days —— from November 20, 2009
                through December 19, 2009 —— to use its Ellenwood, Georgia earth station ——
                call sign E940333 —— to provide telemetry, tracking and command ("TT&C")
                services to the Intelsat 14 satellite while the satellite undergoes in—orbit testing
                (@TOT) at 47.0° W.L.*, is drifted to its final location," and operates at its final
                location.* Intelsat 14 is expected to be launched on November 14, 2009.

                The Intelsat 14 TT&C operations duriné I0T, drift, and on—station operation .
                will be performed in the following frequency bands:

                      e     —5927.0 MHz and 5932.0 MHz in the uplink, and
                            3709.0 MHz and 3710.0 MHz primary in the downlink
                            3704.0 MHz and 3705.0 MHz alternate in the dowalink.

                The TT&C operations during IOT, drift, and on—station operation have been
              _ coordinated with all potentially affected satellite operators that use the same
                frequency bands. All such satellite operators will be provided with an
                emergency phone number where the licensee can be reached in the event that
                harmful interference occurs.


                ‘PanAmSat has filed its STA request, an FCC Form 159, a $175.00 filing fee
                and this supporting letter electronically via the International Bureau‘s Filing
                System ("IBFS").                  ‘

In further support of this request, PanAmSat is attaching Exhibit A, which
contain‘s technical information concerning the TT&C operations during IOT;,
drift, and on—station operation. PanAmSat also notes that for purposes of the
TT&C during IOT, drift, and on—station operation, it is seeking to operate in
the frequencies listed in the request at power levels not to exceed26.5 dBW.
The technical information submitted with the STA request reflects a higher
power level of 30 dBW, because that is the level at which PanAmSat might
operate in the event an emergency necessitates the use of a higher power level
in order to command the satellite.

Grant of this STA request will allow PanAmSat to help in—orbit test the Intelsat
14satellite and place it at the 45.0° W.L. location. This, in turn, will help
ensure continuity of service to customers at that location, thereby promotmg
the public interest.
