Dortch Secretary FederalCommumcatlons Commission 445 128 Street, S.W. ‘Washington, D.C. 20554 Re: Request for Special Temporary Authority 46 ecm Ku—band Earth Station Hagerstown, Maryland_ Dear Ms. Dortch: Intelsat LLC ("Intelsat") herein requests a grant of Special Temporary Authority* for 30 days, from September 21, 2009 through October 20, 2009, to utilize a new 46 ecm Ku—band earth station to conduct testing as described below. The antenna will operate in the 14022—14094 MHz and 11722—11794 MHz frequency bands and will communicate with the Horizons 2 satellite at 74.05° W.L.* Grant of this STA request will serve the public interest by allowing Intelsat to conduct testing that could serve to enhance the capabilities of communications services in support of military operations. Currently, aviation assets can provide limited data streams from an airborne asset to a satellite hub for distribution worldwide to U.S. Government agencies. The antenna that is the subject of this STArequest represents new technology that would increase . those data ratestwo to four times. In support of this request, Intelsat is attaching detailed techni¢al information _ that demonstrates thatthe operation ofthe earth station will be compatible with its electromagnetic environment and will not cause harmful interference into any lawfully operating facility.
