Attachment Request for STA to Operate Earth Station Facility This application is submitted by Freedom Broadcasting of Michigan Licensee, L.L.C. ("‘Freedom") for special temporary authority to operate a transmit satellite earth station. Freedom was previously authorized to operate such a facility under call sign E990157. The license for station E990157 expired on June 14, 2009. Due to an inadvertent oversight, the renewal application was not timely filed. Freedom became aware of its inadvertent failure to timely seek renewal of the license on July 20, 2009. On July 22, Freedom attempted to file a renewal application but the Commission‘s electronic filing system would not accept that application for filing. Freedom has since determined that it must file a de novo application for the facility. Freedom is currently preparing such an application for filing and intends to file as soon as practicable. Freedom hereby requests that the Commission grant special temporary authority for the immediate operation of an earth station with the same facilities as those previously authorized for station E990157 (File No. SES—LIC—19990420—00532) pending filing of, and action on, the application for a new facility. This application does not involve any change in the station‘s technical parameters as previously authorized. Station E990157 was used by commercial television broadcast station WWMT, Kalamazoo, Michigan for newsgathering purposes and to transmit news programming to the WWMT studio. The facility is particularly critical to transmit breaking news stories from areas where the terrain does not permit conventional microwave transmissions. A grant of the requested STA would serve the public interest by enabling WWMT to continue to use the station for such important newsgathering and transmission purposes without interruption while awaiting grant of a permanent authorization from the Commission.
