     Intelsat North America LLC herein requests a grant of Special Temporary Authority for 60
    days,       from 07/15/2009 through 09/12/2009, to utilize its new Ellenwood, Georgia Ku—band
     earth station prior to grant of permanent operating authority.                                      The antenna will
     communicate in the frequency bands 109500—12200 MHz and 13750—14500 MHz.                                          Intelsat has a

12. Description

Intelsat North America LLC herein requests a grant of Special Temporary Authority for 60 days,
from 07/15/2009 through 09/12/2009,   to utilize its new Ellenwood,   Georgia Ku—band earth station
prior to grant of permanent operating authority.    The antenna will communicate in the frequency
bands 109500—12200 MHz and 13750—14500 MHz.   Intelsat has a pending application for authority to
use this antenna to transmit in these frequencies on a permanent basis.

                                  Ellenwood, Georgia Ku—band Earth Station EO90093

           Dear Ms. Dortch:

           Intelsat North America LLC (“Intelsat”) herein requests a grant of Special
           Temporary Authority ("STA")‘ for 60 days, from July 15, 2009 through
           September 12, 2009, to utilize its new Ellenwood, Georgia Ku—band earth
           station prior to grant of permanent operating authority. The antenna will
           communicate in the frequency bands 10950—12200 MHz and 13750—14500
           MHz. Intelsat has a pending application for authonty to use this antenna to
           transmit in these frequencies on a permanent basis."

           Intelsat plans to use this antenna in support of satellite transition operations
           currently scheduled to begmin mid—July." Specifically, this antenna will be
           used to provide TT&C services to the Intelsat 1R satellite at 45° W.L.

           In support of this request, Intelsat incorporates by reference its pending
           application for authonty to use this antenna to transmit in these frequencies on
           a permanent basis.* The application contains detailed technical information (in
           Exhibits A—D) that demonstrates that the operation of the earth station will be
           compatible with its electromagnetic environment and will not cause harmful
           interference into any lawfully operating facility. In the extremely unlikely
           event that harmful interference should occur, Intelsat will take all reasonable
           steps to eliminate the interference.


           ‘ Intelsat has filed this STA request, an FCC Form 159, a $175.00 filing fee
           and this supporting letter electronically via the International Bureau s Filing
           System ("IBFS").

Conditions:

1) The applicant must provide the Naval Electromagnetic spectrum center (703—325—
2750) a 24HR phone number which would be contacted when National Defense and US
Naval operation requirements necessitate immediate cessation of operations.

2) The applicant is aware that they would be required to temporarily cease satellite
operations on these frequencies until notified otherwise.
