                             DESCRIPTION OF STA REQUEST



                By this application and pursuant to Section 25.120(b)(3) of the Commission‘s
Rules, 47 C.F.R. § 25.120(b)(3), SkyWave Mobile Communications, Corp. ("SkyWave")
requests renewal of its special temporary authority ("STA") for 60 days to permit its Inmarsat
terminals (call sign E0O30055) to communicate with the second—generation Inmarsat satellite
located at 142° W.L. ("Inmarsat 2F1"). SkyWave respectfully requests grant of this STA by May
18, 2009.

               SkyWave is currently licensed to use a third generation Inmarsat satellite
("Inmarsat 3F4") at the 142° W.L. orbital location. As part of a relocation of Inmarsat satellites,
the Inmarsat 2F1 satellite was moved from 143.5° E.L. to 142° W.L., where it replaced the
Inmarsat 3F4 satellite. Services previously provided on the Inmarsat 3F4 have been switched to
the Inmarsat 2F 1. SkyWave is currently using the Inmarsat 2F 1 pursuant to a 60 day STA,
which expires on May 18, 2009. See File No. SES—STA—20090313—00308.

              The required technical information regarding the Inmarsat 2F 1 satellite has been
provided to the Bureau by Inmarsat and Vizada, Inc. Specifically, Vizada on December 15, 2008
filed an amendment (File No. SES—AMD—20081215—01614) to its pending modification
application (File No. SES—MFS—20081029—01425) for call—sign KB34 that seeks to add the
Inmarsat 2F 1 as a point of communication. This amendment provided the Bureau with a
Schedule S for the Inmarsat 2F 1 satellite. In addition, on December 19, 2008, Inmarsat filed a
Petition with the Bureau to add the Inmarsat 2F 1 to the ISAT list. See File No. SAT—PPL—
20081219—00235. For purposes of this STA request, SkyWave hereby incorporates by reference
the Vizada amendment and modification application containing the technical information for the
Inmarsat 2F1, as well as the Inmarsat Petition to add the Inmarsat 2F 1 to the ISAT list.

                With the relevant technical information regarding the Inmarsat 2F 1 on file with
the Bureau, this STA request should be regarded as a renewal of temporary authority relating to
an "activity of a continuing nature" for purposes of Section 1.62 of the Commission‘s Rules and
Section 558(c) of the Administrative Procedure Act. See also Letter from Marc A. Paul (Counsel
for SkyWave) to Marlene H. Dortch (dated Dec. 18, 2008) (referencing the technical information
filed by Vizada regarding the Inmarsat 2F1).

               Since January 2004, SkyWave has been licensed by the FCC to provide Inmarsat
services domestically in the United States.‘ By this STA request, SkyWave seeks only to
continue to provide the Inmarsat IsatM2M service (formerly known as D+), which it has been
licensed to provide for over five years. SkyWave‘s customers for Inmarsat services encompass a
wide range of U.S. customers, including the U.S. military, Federal Government, Federal law
enforcement and private sector end—users. U.S. military users include: Department of Defense
Counter—Narcoterrorism Technology Program Office and the Naval Surface Warfare Centre.

Federal Government users include: Department of Homeland Security and the DEA. U.S.
private sector customers include: Skymira, Prime Aviation and Network Technologies Group.

               As set forth in File No. SES—MFS—20081029—01425, the Inmarsat 2F 1 is licensed
by the United Kingdom, has been in operation since 1990, and has historically been used to serve
other parts of the world. This spacecraft was relocated to the 142° W.L. location where another
second generation Inmarsat spacecraft operated from 1992 until 2006. SkyWave is requesting
this STA to ensure that there is no disruption of service to SkyWave‘s existing customers when
its current STA to use the Inmarsat 2F 1 satellite expires on May 18, 2009.

               Grant of this STA request is in the public interest. As set forth above, the
Inmarsat services provided by SkyWave are used by private industry and by the U.S. military
and Federal Government. The Inmarsat services are used by these entities to track the location
and behavior of assets like trucks or boats or other movable assets, and to monitor the status and
condition of facilities to ensure they are functioning properly. Grant of this STA request will
ensure that these end—users do not experience any disruption to the Inmarsat services they
currently use and rely on. Disruption of these services could jeopardize the success of these
critical law enforcement and homeland security applications and endanger the security and safe
operation of assets held by SkyWave‘s private sector clients.

               Pursuant to its existing STA, SkyWave has been providing the Inmarsat IsatM2M
service over the Inmarsat 2F 1 satellite at 142° W.L. without adversely affecting the interference
environment with respect to other operating spacecraft.

                SkyWave understands that grant of this requested STA will be without prejudice
to, and will be conditioned on, the Bureau‘s action on the Vizada modification application (File
No. SES—MFS—20081029—01425) to add the Inmarsat 2F 1 as an authorized point of
communication, and the Petition from Inmarsat to add the Inmarsat 2F 1 satellite to the ISAT list,
File No. SAT—PPL—20081219—00235.

               For the reasons set forth above, SkyWave respectfully requests that this STA be
granted no later than May 18, 2009 for 60 days.                            .
