                                     Description of STA Request

        Emerging Markets Communications, Inc. ("EMC") requests special temporary authority
 (an "STA") to change the remote control point for each of the following earth stations located in
 Kapolei, Hawaii:

          These earth stations licenses are currently held by Telesat Network Services, Inc.
‘("Telesat"). However, concurrent with the submission of this STA request, Telesat and EMC are
  ‘submitting an application that requests authority to assign these earth station licenses, including
_ any pending applications, from Telesat to EMC in connection with Telesat‘s proposed sale of the
. earth stations to EMC ("Assignment Application"). Telesat and EMC are entering into an asset
< purchase agreement whereby EMC will purchase five (5) earth station facilities from Telesat.‘
   Consummation of the sale will be subject to receipt of all required regulatory approvals.

          In support of this STA request, EMC provides an FCC Form 312 Schedule B for each
 earth station license, showing the new remote control point. All other Schedule B information
~ remains as it appears on the existing license. EMC asks that the STA be granted concurrent with
 the Assignment Application, effective for a 60—day period commencing with consummation of
 the sale of the earth stations. EMC will notify the Commission of the consummation of the sale
 and the start of the STA period within three (3) days after the consummation takes place. Once
 the earth station licenses have been assigned to EMC, EMC will file appropriate applications for
 permanent authority to modify the remote control points.

         Grant of this Application will serve the public interest. Telesat has advised EMC that it
 will not provide remote control services for the earth stations once they have been sold to EMC,

and EMC does not have personnel in Hawaii who can control the stations on site. Furthermore,
it is more cost effective and efficient for EMC to control the stations from its existing remote
control point. EMC acknowledges that any grant of this STA request is without prejudice to the
Commission‘s final action on any application to modify the earth station licenses to change the
remote control point.
