Attachment 1: STA Request Explanation Hawaii Teleport Holdings, LLC ("HTH") is requesting special temporary authority simultaneous with the filing of its modification application to provide broadband communications to United States Naval ships in the Pacific Ocean through the Navy‘s Commercial Broadband Satellites Program ("CBSP"). HTH has submitted a proposal to provide service to the CBSP beginning in July 2009. Service would be provided through the use of the conventional C—Band NSS—9 space station at the 177° W.L. orbital location, which is included on the Commission‘s Permitted Space Station List. Testing would begin on April 15, 2009. As such, HTH respectfully requests special temporary authority to commence such tests on that date. RPWOO26—1
