12. Description.
Journal Broadcast Corporation (Journal) respectfully submits this request for special temporary authority (STA) to permit the continued operation of a satellite earth station, for a period of 60 days. Journal previously held a license (E850092) for a station at this location. Journal discovered that an application to renew the license for that station was inadvertently not timely filed. On September 24, 2008, Journal filed a request for STA to operate the earth station pending the filing of an FCC Form 312 application for a new earth station. That STA request was granted on September 29, 2008, providing STA for operation of the station through November 27, 2008. SES-STA-20080924-01233. On November 21, 2008 Journal filed a request to extend the existing STA while it completed preparation and filing of an FCC Form 312 application for a new earth station. On November 28, 2008 the request to extend the existing STA was granted, providing STA for operation of the station through December 12, 2008. SES-STA-20081120-01504. On December 3, 2008, an FCC Form 312 application for a new earth station was filed with the FCC. SES-LIC-INTR2008-02806. A copy of that application is attached. This request for STA seeks temporary authority for use prior to grant of the earth station, and renders the existing STA moot. This request does not involve any changes in the technical parameters of the prior authorization. Grant of this request for STA is in the public interest as it is vital for Journal to have continued access to this earth station in order to continue providing satellite transmissions of local and regional programming for broadcast to the public.
