SES Americom, Inc.‘s (SES Americom) request for Special Temporary Authority, File No. SES—
STA—20081203—01530 is GRANTED, Accordingly, SES Americomis authorized to permit Earth
Station E970336 in Moorpark, California to use the 17.3—17.8 and 12.2—12.7 GHz band
frequencies to communicate with the Ciel 2 spacecraft to provide telemetry, tracking, and control,
and conduct in—orbit testing. This authorization is for a period of 30 days commencing 10 days
following the successful launch of the Ciel 2 satellite and is subject to the terms, conditions, and
technical specifications set forth in the application, this Attachment, and the Federal
Communication Commission‘s Rules:

            SES Americom‘s earth station operations shall be on a non—harmful interference
            basis, /.e. SES Americomshall not cause harmful interference to, and shall not claim
            protection frominterference caused to it by any other lawfully operating earth station
            orsatellites.

            In the event that any harmful interference occurs as a result of the earthstation, SES
            Americom shall cease operations immediately upon notification of such interference
            and shall inform the Commission in writing within 24 hours of such an event.

            SES Americomis prohibited from sending or receiving any Direct—to—Home service,
            Direct Broadcast Satellite Service, or Digital Audio Radio Service to or from the
            satellite.

            SES Americomis prohibited from sending orreceiving analog video services from
            any FMvideo television services to or fromthe satellite.

            As set forth in Article 18 of the ITU Radio Regulations, the United States is not the
            "government ofthe country to which" the satellite "is subject," and is not acting on
            behalf of any other government. Operations of the earth station are expressly
            conditioned upon the Ciel 2 space station having been licensed, within the meaning
            of Article 18, by the government, or on behalf of the government, of the country to
            which the satellite is subject.

            Within three days of the launch of the Ciel 2 spacecraft, SES Americom must file a
            letter with Commission specifying the start and stop dates forthis temporary
            authorization.

            This authorizationis issued pursuant to 47 C.F.R. §0.261, the Commission‘s rules on
            delegated authority, and is effective upon release.
