| 12. Description.
Journal Broadcast Corporation ('Journal') respectfully submits this request for special temporary authority to permit the immediate operation of a transmit satellite earth station, for a period of 60 days. Journal previously held a license (E850092) for a station at this location. Journal recently discovered that an application to renew the license for that station was inadvertently not filed. This request does not involve any changes in the technical parameters of the prior authorization, a copy of which is attached as Attachment 2. Grant of this request for special temporary authority is in the public interest as it is vital for Journal to have continued access to this earth station in order to continue providing satellite transmissions of local and regional programming for broadcast to the public. This application is being submitted pursuant to Section 25.120(a) of the Commission's rules, which permits action upon an STA request on less than 3 business days notice for exigent or unforeseen circumstances. Journal is currently preparing an FCC form 312 application for a new earth station, which will be filed once completed.
