     Dear Ms. Dortch:

    — PapAmSat Licensee Corp. ("PanAmSat") hefein requests a modification to the
      above referenced pending request for Special Temporary Authority ("STA") to
     use its Fillmore, California C—band earth station —— call sign E4132 —— to provide
     in—orbit testing ("IOT") services at 173.5° W.L. for the NSS—9 satellite that is
     expected to be launched on October 29, 2008.

     In the request, PanAmSat noted that the NSS—9 IOT operations will be .
     performed at 173.5° W.L. in the frequencies 5845.0—6549.9 MHz, 6570.1—
     6649.9 MHz, 6670.1—6689.9 MHz, and 6700.1—6719.9 MHz (uplink) and 3625— .
     4200 MHz (downlink). PanAmSat hereby modifies its request to delete the
     frequency 5845.0 MHz and replace it with 5850.0 MHz. Thus, the requested
     frequency bands, as modified, are 5850.0—6549.9 MHz, 6570.1—6649.9 MHz,
     6670.1—6689.9 MHz, and 6700.1—6719.9 MHz (uplink) and 3625—4200 MHz
     (downlink).

    _ As noted in the request, grant of this STA request will enable PahAmSat to
      help test the in—orbit operations of the NSS—9 satellite. This will serve the
      public interest by ensuring continuity of service at the satellite‘s permanent
      location of 177.0° W.L.
