Washington, DC 20554 Re; NewCom International, Inc., Request for Special Temporary Authority SES—STA—20080620—00833 Dear Ms. Dortch: On June 20, 2008, NewCom International, Inc. ("NewCom") filed a modification application ("Application") to add the Express 3A satellite positioned at 11.0 degrees west longitude as a point of communication to Call Sign E0O50018.‘ A concurrent request for special temporary authority ("STA") was filed seeking permission for NewCom to communicate with the Express 3A during the pendency of the Application.. NewCom, by way of its undersigned counsel, hereby reduces the period for which the aforementioned STA is requested from 60 to 30 days. NewCom seeks no changes to the technical parameters proposed in the Application or STA at this time. Baston NewCom reminds the Commission that the Russian Satellite Communications Hartford Company ("RSCC") provided notification to NewCom on August 28th, 2008 that Hong Kong London Express 3A north—south station keeping maneuvers had ceased, and NewCom urges the Los Angeles Commission to conclude its review and grant the requested STA. Grant of STA serves New York the public interest by enabling NewCom to restore lifeline communications, including Orange County telemedicine applications, to existing customers that are experiencing intermittent San Francisco degradation or complete disruption of service due to the Express 3¢‘s inclined orbit.
