The request of Comtech Mobile Datacom Corp. (Comtech) for special temporary authority
(STA) File No. SES—STA—20080422—00482 IS GRANTED. Accordingly, Comtech is authorized
for a period of 60 days, beginning April 28, 2008, to operate its 25,000 mobile earth terminals
(METs) (Call Sign E990143) using the MSAT—1 (106.5° W.L.) and AMSC—1 (100.95° W.L.)
satellites using the 1 530—1544 MHz, 1630.5—1645.5 MHz, 1545—1559 MHz, and 1646.5—1660
MHz frequency bands. Operations shall be in accordance with the terms, conditions, and
technical specifications set forth in the Commission‘s rules, this document, and application File
No. SES—MFS—20070530—00731 as amended by File Nos. SES—AMD—20070731—01010 and SES—
AMD—20070907—01251.
1.   All operations shall be on an unprotected and non—harmful interference basis, i.e., Comtech
     shall not cause harmful interference to, and shall not claim protection from, interference
     causedto it by any other lawfully operating station.
2. In the event of any harmful interference as a result of Comtech‘s operations, Comtech shall
     cease operations immediately upon notification ofsuch interference, and shall informthe
     Federal Communications Commission (FCC), in writing, immediately of such an event.
3. Comtech‘s operation ofits 25,000 MET‘s is on a secondary basis to safety and distress
     communications of those stations operating in the Aeronautical Mobile [R] Service and the
     Global Maritime Distress Satellite Service.
4. Comtech‘s operations must comply with the out—of—band emission limits for mobile earth
     terminals set forth in 47 C.F.R. § 25.216.
5.. Grant ofthis STA does not alter rights under Footnotes US308 and US315 to the United
     States Table of Frequency Allocations, 47 C.F.R. § 2.106, Footnotes US308, US315.
6. Action on this application is without prefudice to action, including adoption of additional
     terms or conditions, in File No. SES—MFS—20070530—00731 as amended by File Nos. SES—
     AMD—20070731—01010 and SES—AMD—20070907—01251.
7. Grant ofthis application is without prejudice to possible enforcement action in connection
   with operations of Comtech‘s METs prior to this grant, including communications in the
   lower L—band and communications with the MSAT—2 satellite.
8. Comtech may only operate on frequencies not shared with aeronautical or maritime distress
   services,
9. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
     authority, 47 C.ER. $ 0.261, and is effective immediately. Petitions for reconsideration
     under Section 1.106 or applications for review under Section 1.115 of the Commission‘s
     rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of the public notice
     indicating that this action was taken.
