Universal Space Network, Inc.‘s application for Special Temporary Authority is GRANTED
WITH CONDITIONS beginning May 20, 2008 and ending June 19, 2008.

1. All operations shall be on an unprotected, non—interference basis to both government and non—
government operations.

2. All operations shall expire no later than 10—days from the date of launch.

3. All operations shall be limited to telemetry, tracking, and control (TT&C) during launch and
early orbit.

4. Universal Space Network will inform NTIA (edavison @ntia.doe.gov, 202—482—5526) and the
FCC (Scott.Kotler@fee.gov, 202—418—0596) at least 24 hours priorto the planned launch and
commencement of operations if the launch is delayedbeyond May 23, 2008.
