The request of Comtech Mobile Datacom Corp. (Comtech) for special temporary authority
(STA) IBFS File No. SES—STA—20080425—00490 IS GRANTED. Accordingly, Comtechis
authorized for a period of 60 days, beginning May 13, 2008, to operate its 20 mobile earth
terminals (MET‘s) (Call Sign EO80089) using the Inmarsat—4F2 (52.75° W.L.) satellite using the
1631.5—1645.5 MHz and 1646.5—1660.5 MHz frequency bands. Operations shall be in
accordance with the terms, conditions, and technical specifications set forth in the Commission‘s
rules, this document, and its STA request File No. SES—STA—20080425—00490.
1. All operations shall be on an unprotected and non—harmful interference basis, i.e., Comtech
   shall not cause harmful interference to, and shall not claim protection from, interference
   caused to it by any other lawfully operating station.
   In the event of any harmful interference as a result of Comtech‘s operations, Comtech shall
   cease operations immediately upon notification of such interference, and shall inform the
   Federal Communications Commission (FCC), in writing, immediately of such an event.
 . Comtech‘s operation of its 20 MET‘s is on a secondary basis to safety and distress
   communications of those stations operating in the Aeronautical Mobile [R] Service and the
   Global Maritime Distress Satellite Service.
   Comtech‘s operations must comply with the out—of—band emission limits for mobile earth
   terminals set forth in 47 C.F.R. § 25.216.
   Grant of this STA does not alter rights under Footnotes US308 and US315 to the United
   States Table of Frequency Allocations, 47 C.F.R. § 2.106, Footnotes US308, US315.
   Comtech may only operate on frequencies not shared with acronautical or maritime distress
   services.
   This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
   authority, 47 C.ER. § 0.261, and is effective immediately. Petitions for reconsideration
   under Section 1.106 or applications for review under Section 1.115 of the Commission‘s
   rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of the public notice
   indicating that this action was taken.

   This authorization is not one relating to an "activity of a continuing nature" for purposes of
   Section 1.62 of the Commission‘s rules and Section 558(c) of the Administrative Procedure
   Act. Continuation of operations beyond the 60 day term of this authorization will require
   prior affirmative authorization by the FCC.
