     PanAmSat Licensee Corp.              herein requests a grant of STA from 04/14/2008                             through 05/13/2008,
    to use      its Fillmore,       CA earth station,            E860175,      to provide TT&C services during the IOT of
    the ICO—G1 satellite that is scheduled for launch on 04/14/2008.

 Dear Ms. Dortch:

 PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
 Teniporary Authority ("STA")‘ for 30 days, from April 14, 2008 through May
 13, 2008, to utilize its Fillmore, California C—band earth station to provide
 TT&C services to the ICO—G1 satellite at.92.85° W.L. prior to grant of
 permanent operating authority. These TT&C services will be provided in the
 frequency bands 5925—5930 MHz, 6420—6425 MHz, 3700—3705 MHz, and
 4195—4200 MHz. PanAmSat has a pending application for authority to use this
 antenna to prov1de TT&C services to this satelhtein these frequencies on a
 permanent basis."

 PanAmSat plans to use this antenna to provide these TT&C services to the ICO—
 G1 satellite while the satellite is undergoing in—orbit testing ("IOT")." Although
 TT&C of ICO—G1 will normally be performed in Ka—band, during IOT it will be
 performed in C—band to allow the Ka—band earth station to test the satellite‘s Ka—
 band payload.

 In support of this request, PanAmSat incorporates by reference its pending '
 application for authority to use this antenna to transmit in these frequencies on a
 permanent basis. The application demonstrates that the operation of the earth       _
 station for the proposed TT&C services will be compatible with the antenna‘s
 electromagnetic environment and will not cause harmful interference into any
 lawfully operating facility. In the extremely unlikely event that harmful
 interference should occur, PanAmSat will take all reasonable steps to ehmmate
 the interference.             —                                  —

 ‘PanAmSat has filed this STA request, an FCC Form 159, a $170.00 filing fee.
and this supporting letter electronically via the International Bureau‘s Flhng

Grant of this STA request will enable PanAmSat to assist ICO in ensuring the
proper operation of the ICO—G1 satellite at 92.85° W.L, This, in turn, serves the
public interest by helping to bring new MSS services to consumers.
