ATTACHMENT 1: STA REQUEST EXPLANATION Allen Holdings, Inc. d/b/a Allen Communications ("Allen") has been awarded a contract to provide the digital audio and video service described in the instant STA request at March Air Force Base ("AFB"), California, beginning February 1, 2008. Allen will operate from the Defense Media Center ("DMC") at March AFB on behalf of the Armed Forces Radio and Television Service ("AFRTS"). Allen will provide connectivity from the DMC forthe programming of Digital Television Direct to Sailor Net (DTV—DTS) service to U.S. Naval ships at sea around the globe. Allen will file an application to modifythe license of E000232 upon completion of permanent frequency coordination. A temporary frequency coordination and interference analysis report is attached hereto. Grant of the instant STA request is vital to the mission of the Department of Defense and is, therefore, in the public interest.
