Washington, D.C. 20554 Re: Request for Special Temporary Authority Clarksburg, Maryland C—band Earth Station E080011 Dear Ms. Dortch: Intelsat North America LLC ("Intelsat") herein requests a grant of Special Temporary Authority ("STA")‘ for 60 days, from February 1, 2008 through March 31, 2008, to utilize its new.Clarksburg, Maryland C—band earth station prior to grant ofpermanent operating authority. The antenna will transmit in the frequency bands 3700—4200 MHz and 5925—6425 MHz to NSS—7 at 22° W.L. Intelsat has a pending application for authority to use this anternma to transmit in these frequencies on a permanent basis.* Intelsat plans to use this antenna to provide a temporary uplink for a U.S. Government customer until the service can be transitioned to a different . antenna. The customer has contracted to start the service on February 1, 2008. In support ofthis request, Intelsat incorporates by reference its pending application for authority to use this antenna to transmit in these frequencies on a permanent basis." The application contains detailed technicalinformation (in Exhibits A—C) that demonstrates that the operation of the earth station will be compatible with its electromagnetic environment and will not cause harmful interference into any lawfully operating facility. In the extremely unlikely event that harmfulinterference should occur, Intelsat will take all reasonable steps to eliminate the interference.
