12. Description MVS Fed, LLC (MVS Fed) requests Special Temporary Authority (STA) to operate up to 5000 BGAN Mobile Earth Terminals with Inmarsat’s fourth generaion satellite (Inmarsat 4F2). Grant of this STA will enable current STA holder MVS USA, Inc. (MVS USA) complete a pro forma internal reorganization while maintaining service to existing customers and is tantamount to the extension of MVS USA’s existing STA. The underlying Form 312 application has been amended accordingly. MVS Fed incorporates by reference MVS USA’s prior granted STA extension requests under file nos. SES− STA−20060706−01115, SES−STA−20060905−01673, SES−STA−20061106−01955, SES−STA−20070205−00192, SES− STA−20070305−00298, SES−STA−20070504−00561, SES−STA−20070629−0881, and SES−STA−20070904−01216. Approval is requested effective December 31, 2007. 5
