Attachment 1: STA Request Explanation Hawaii Pacific Teleport, L.P. was recently awarded a contract to provide service under an Australian Government—funded program to provide mission critical satellite communications to 12 island states in the South West and South East Pacific. This Australian government communications contract is part of the government‘s anti— terror initiative in the Pacific region, to enable more timely information between the islands and Australia via an Australia—to—Hawaii fiber link and satellite from Hawaii to the islands on the GE—23 ku—band satellite. Hawaii Pacific Teleport, L.P. is required to start providing ku—band satellite service on the GE—23 satellite (1728E) on January 15, 2008 using the 4.5m ku—band antenna at the teleport. As such, it respectfully requests special temporary authority to enable the licensee to commence ku—band transmissions on that date.

Attachment Hawaii Pacific Teleport, L.P. request for Special Temporary Authority (STA) is GRANTED for 60 days, effective January 14, 2008, subject to the technical specifications set forth in its application, the Commission‘s rules, and the following conditions: SES—STA—20071221—01747 Call Sign E030115 SES—MOD—20071210—01684 SES—AMD—20071217—01704 1. The grant of this license is pursuant to NG104, which requires that signals received in the 10.7—11.7 GHz band be emanated from uplink transmissions outside the US&P.
