           Dear Ms. Dortch:

           PanAmSat Licensee Corp. (“PanAmSat”) hereinrequests a grant of Special   _
           Temporary Authority ("STA")‘ for 30 days, from December 18, 2007 through
           January 16, 2008, to use its Castle Rock, Colorado Ku—band earth station —— call
           sign KL92 —— to provide launch and early orbit phase("LEOP") services for the
           Horizons 2 satellite that is expected to be launched on December 18, 20072
           The LEOP period is expected to last approximately 10 days."

           The Horizons 2 LEOP operations will be performed in the following uplink
           frequency bands: 14000.5 MHz and 14499.5 MHz. The LEOP operations will —
           be coordinated with all operators of satellites that use the same frequency bands
           and are in the LEOP path. All operators of satellites in that path will be
           provided with an emergency phonenumber where the licenseecan be reached
           in the event that harmful interference occurs.

           ‘PanAmSat has filed its STA request, an FCC Form 159, a $170.00 filing fee
           and this supporting letter electronically via the International Bureau‘s F111ng
           System ("IBFS").
           > Pending receipt of FCC approval, the permanent orbital location for Horizons
           2 is 74.05° W.L. See Policy Branch Information; Satellite Space Applications
           Acceptedfor Filing, Report No. SAT—00464, File No. SAT—MOD—20070628—
           00090 (Aug. 10, 2007) (Public Notice). Pending receipt of FCC approval, the
           satellite will undergo in—orbit testing at 67.5° W.L. See Policy Branch

 In further support of this request, PanAmSat is attaching Exhibits A and B,
which contain technical information concerning the Horizons 2 LEOP
operations. PanAmSat also riotes that for purposes of the Horizons 2 LEOP
mission, it is seeking to operate in the frequencies listed in the request at power
 levels not to exceed 27 dBW. The technical information submitted with the
 STA request reflects a higher power level of 27.3 dBW, because that is thelevel
 at which PanAmSat might operate in the event an emergency necessitates the
 use of a higher power level in order to command the satellite.

 Grant of this STA request will allow PanAmSat to help launch the Horizons 2
 satellite to the 74.05° W.L. location. This, in turn, will help ensure continuity of
 existing services at that location, and thereby promote the public interest.
