    Applicant seeks special temporary authority to operate a new license which will be used to
    provide analog and digital coverage of local and national news,                                    sports,      and other events
     for broadcast by its parent television station,                          KTXL(TV),        for distribution to its sister
     stations throughout North America.

                              EXPLANATION OF REQUEST FOR STA


                  Channel 40, Inc., the licensee of KTXL—TV, Sacramento, California hereby

requests special temporary authority ("STA") to begin immediate operations of a used satellite

newsgathering truck it recently acquired. STA is needed until such time as the Commission can

process KTXL‘s underlying application for a new license to operate this satellite truck.‘



                 KTXL is the Fox network affiliate in the Sacramento—Stockton—Modesto DMA,

which includes 16 counties many of which cannot be served by 2 GHz ENG vehicles. On

average, KTXL broadcasts a total of 17 hours of local news programming each week. To

support these newscasts, KTXL has almost a continuous need for its satellite truck to provide

live, on—the—scene coverage of breaking news stories. In addition, KTXL, whichis indirectly

owned by Tribune Broadcasting ("Tribune"), also provides coverage from Sacramento and the

California State Capital to more than 15 of Tribune‘s television stations across the country with

local newscasts.




                 STA to operate the used satellite truck immediately is needed because KTXL‘s

existing satellite truck is 16 years old with over 220,000 miles and has become less and less

reliable despite the constant infusion of money for repairs. Among other things, KTXL has been

forced to repair or replace the truck‘s engine, its two—speed axle and, most recently, the generator

needed to power the cameras and related equipment whenever the truck is on location. Each

time the breakdowns associated with the repairs occurred, KTXL lost the use of the truck for

varying periods of time ranging from a few days to over a week. Although KTXL had the use of

several 2 GHz ENG vehicles during this downtime, it was clearly at a competitive disadvantage

without its satellite truck.




                STA will also allow KTXL to cover more stories with its satellite truck than it has

in the past, KTXL‘s current satellite truck weighs approximately 26,000 pounds. The truck‘s

size and weight significantly restrict the locations where KTXL can use its truck. Ironically, the

California State Capitol is one of the locations where KTXL, like the other stations in the market,

uses its satellite truck because the urban canyon in an around the Capitol effectively prevent the

successful transmission ofterrestrial 2 GHz ENG signals. Unfortunately, the size and weight of

KTXL‘s current satellite truck make it very challenging to use it in and around the State Capitol,

where vehicle congestion is high and the streets (especially side streets) were not designed with

26,000 pound vehicles in mind. By contrast, the used satellite truck that KTXL has acquired

provides the same functionality in an Econoline van, a vehicle that is far more maneuverable

than KTXL‘s existing truck.



                Given that the demand for local newsgathering in and around Sacramento will

continue to increase with the 2008 election season approaching, KTXL submits thatits request

for STA is in the public interest because it will allow KTXL to cover the news as it develops,

rather than worrying about the repair schedule forits satellite truck.
