 Item 12: Description of Operations and Request for Special Temporary Authority


Tri—State G&T is a not—for—profit generation and transmission cooperative supplying
wholesale   electricity to   forty   four (44)   consumer owned member distribution
cooperatives in the Rocky Mountain region.          Operating in portions of Wyoming,
Colorado, Nebraska and New Mexico, these member distribution cooperatives serve
more than 1 million customers across a 250,000 square mile area.

Tri—State supplies the wholesale energy to these members by generating electricity at
several coal—fired generating stations and oil and gas fired combustion turbine power
plants located throughout its service territory. A complex system of high—voltage electric
transmission lines and substations interconnects these generating facilities, the member
distribution cooperatives and electric lines of other power companies. These electric
generating resources, substations and more than 5,000 miles of transmission lines are
controlled from the company‘s dispatch and system operations center located in
Westminster, Colorado.

The need for a highly reliable and cost effective telecommunications network is essential
to the operation of this system. A combination of leased and owned telecommunications
resources, including digital microwave networks, a wide area two—way radio system, fiber
optic links, satellite and various other telemetry and Supervisory Control and Data
Acquisition (SCADA) systems connect remote locations with the computers and
dispatchers operating the network from Westminster.

This telecommunications network provides the essential link to transmission and
distribution substations throughout the system for energy balancing and load control.
However, many of these substations require connections beyond the boundaries of Tri—
State‘s existing communications system. The preferred method to link these remote
substations is via an Ultra Small Aperture Terminal (USAT) satellite system. This
system provides a cost effective communications link to hard to reach remote locations
and can be widely deployed on short notice.

Recently, the North American Electric Reliability Corporation (NERC) has requested
Tri—State to install an additional level of reliability for the transmission and distribution
system. NERC has mandated that monitoring and controls be expanded to additional key
substations throughout Tri—State‘s system and that a backup control center be in place by
June 2008 with secondary connections between the backup control center and these key
substations.

Tri—State‘s resources will be stretched, but anticipates having the primary
communications in place by this deadline.               However, the secondary (backup)
communication system requires implementing a new USAT satellite system on very short
notice. With the large number of remote sites that need to be implemented it is critical to
begin the installation and testing as soon as possible.

Tri—State has already filed the license application (SES—LIC—20071019—01437) for this
VSAT network, but, in order to accommodate the NERC order, Tri—State respectfully
requests a Special Temporary Authority to operate the USAT satellite system while the
license application is being processed.
