12. Description.
XM Radio Inc. (XM) requests special temporary authority for its earth station (call sign E040204) to communicate for 30 days with XM-1 and XM-2, to conduct limited In-Orbit Tests and take EIRP measurements of the satellite payloads. The testing will not cause interference to XM or other satellite operators. The specific frequency for testing will be 2338.75 MHz, which is at the center of XM's licensed spectrum and normally used by terrestrial repeaters. The transponders will be operated at saturation (approximately 70 dBW). The test transmissions from the satellites will comply with all power flux density restrictions applicable to XM's current operating satellites, XM-3 and XM-4. The testing is required to assess the performance of the XM system and the state of health of the XM-1 and XM-2 payloads. The emissions designators for the test transmission for the test signals are 1M84G1EDW and N.

13.
