Dear Ms. Dortch:

       Vizada Satellite, Inc. (Vizada) hereby submits the following request regarding the above—
referenced request for Special Temporary Authority (STA).

       By this filing, Vizada is requesting emergency STA for a limited time period on 7 December
2007 from 5 a.m. to 2:00 p.m. EST in order to help our customer Deere & Company ("Deere") avoid
an imminent service outage.

        Vizada is seeking emergency authority to provide Deere with a feeder link for the Inmarsat
3F4 satellite that will be providing the domestic GPS correction capability services we noted in
the previous supplemental filings related to this STA. For additional information on the
emergency requirements of Deere that necessitate this STA request, please see the "Second
Supplement to Deere & Company application for special temporary authority to operate receive—
only mobile earth terminals" filed December 6, 2007 attached hereto.

                         Dear Ms. Dortch:

                         By this letter, Deere & Company ("Deere") supplements and clarifies the above—
                         referenced application for special temporary authority ("STA") to operate receive—only
                         mobile earth terminals ("MET‘s") from the Inmarsat IIIF4 satellite located at 142 degrees
                         west longitude.

                         Specifically, Deere is modifying its request by asking for emergency STA authority for
                         the limited time period from 5:00 a.m. to 2:00 p.m. on December 7, 2007. The reason for
                         this request is that Deere is currently utilizing the Inmarsat satellite located at 98 degrees
                         west longitude to provide service to its customers. Stratos, the operator of the earth
               Boston    station that is providing Deere with uplink authority for Deere‘s use of the Inmarsat at 98
             Hartford    degrees west, must shut down its earth station on an emergency basis to replace a jack
