              Dear Ms. Dortch'

              Intelsat North America LLC (“Intels"), at the request of the staff of the
              International Bureau, herein supplements its above referenced requests for
              ‘Special Temporary Authority ("STA") for 30 days to use its Clarksburg,
              Maryland Ku—band earth station —— call sign KA258 —— to prov1de launch and
              early orbit phase (“LEOP”) services for the Optus D2 satellite‘ and in—orbit
              testing ("IOT"") services for the Intelsat 11 satellite*, bothofwhich are expected
              to be launchedon October 5, 2007.

              ‘The 24x7 contact information for the OptusD2 LEOP mission and Intelsat 11
              IOT mission is as follows

              ‘Intelsat also notes thatv for purposes of the Optus D2 LEOP mission (File No.
               SES—STA—20070917—01287), it is seeking to operate in the frequencieslisted in
              the request at power levels not to exceed 85 dBW. The frequency coordination
               report submitted with the STA request reflects a higher power level of 91.3
               dBW because that is the level at which Intelsat might operate in the event an
               emergency necessitates the use of ahlgher power level in orderto command the >
               satellite.
