Conditions:



   1. WorldView—60 downlink operations on the frequencies centered at 8185 MHz and
      8380 MHz must not interfere with the Federal Aviation Authority‘s fixed
      microwave links transmitting in a 20 megahertz bandwidth channel at 8390 MHz
       center frequency from Fort Meade, MD and Fairfax station, VA.

   2. WorldView—60 downlink operation on the frequencies centered at 8380 MHz
      must not cause interference to the Defense Satellite Communications System
      satellite‘s uplink operations in Virginia and Earechson, Alaska.

   3. As a secondary user of the frequency band, licensee shall not cause harmful
      interference to primary services in the frequency band and it can not claim
      protection from harmful interference from primary services in the frequency band.

                        EXPLANATION AND PUBLIC INTEREST STATEMENT

            On August 6, 2007, DG Consents Sub, Inc., a wholly—owned subsidiary of DigitalGlobe,
    Inc. ("DigitalGlobe"), applied for authority to modify the license ofits earth station at Prudhoe
    Bay, Alaska (Call Sign E040264) to enable it to operate with the WorldView 60 and WorldView
    110 satellites that constitute the second generation of DigitalGlobe‘s operational non—
    geostationary satellite orbit system in the earth exploration—satellite service ("EESS"). See File
    No. SES—MOD—20070806—01046. The modification of license application was accepted for
    filing on August 22, 2007 (see Public Notice Report No. SES—00956 (released August 22, 2007),
    and will be ripe for grant on September 21, 2007.

             DigitalGlobe‘s WorldView 60 satellite is scheduled to be launched into the EESS
    constellation from Vandenburg Air Force Base on September 18, 2007. The modifications
    DigitalGlobe has proposed to the Prudhoe Bay earth station (Call Sign E040264) are needed to
    enable DigitalGlobe to control and communicate with the new spacecraft (DigitalGlobe uses the
    station as presently authorized to control and communicate with its existing Quickbird—1
    satellite).‘ It is now clear that all of the steps necessary to process fully the pending application
    for permanent authority will not be completed prior to September 18, when DigitalGlobe
    requires use of the modified facility. Accordingly, DigitalGlobe hereby requests special
    temporary authority ("STA") to operate the Prudhoe Bay earth station (Call Sign E040264) with
    the WorldView 60 satellite, in accordance with the terms and conditions of the pending
    modification of license application, upon the satellite‘s launch on September 18, 2007. The
    request here is for an STA for pre—grant operational authority for a period of up to sixty (60) days
    prior to grant ofits application for permanent authority. See 47 C.F.R. § 25.120(b)(3). All
    technical terms of the Prudhoe Bay earth station modification of license application in File No.
    SES—MOD—20070806—01046 will be complied with during operations under the requested STA.

            Grant of the requested STA is in the public interest. The new satellite in DigitalGlobe‘s
    EESS constellation will significantly advance the state ofthe remote—sensing technology, and
    will immediately provide enhanced service offerings to customers worldwide in civil, industrial
    and scientific applications. Moreover, in the absence of temporary authority for pre—grant
    operations, DigitalGlobe would be seriously prejudiced. DigitalGlobe needs the expanded
    uplink capabilities and wider—band receive capabilities that the Prudhoe Bay earth station will
    have upon approval of the modification oflicense application to successfully communicate with
    and control the WorldView 60 satellite.

           In summary, DigitalGlobe respectfully requests that the Commission, for the reasons
    provided above, authorize it to conduct temporary pre—grant operations of its Prudhoe Bay,
    Alaska earth station (Call Sign E040264) for a period of 60 days commencing on September 18,
    2007.

    ‘ Control of the Quickbird—1 satellite and of the WorldView satellites is accomplished through two earth stations —
    the Prudhoe Bay earth station that is the subject ofthe instant request, and a second earth station at Fairbanks,
    Alaska (Call Sign E950499). DigitalGlobe has a modification of license application pending before the Commission
    for its Fairbanks earth station, see File No. SES—MOD—20070824—01119, and is requesting an STA for pre—grant
    operation of the Fairbanks earth station in filing made concurrently with the instant STA request.
