Exhibit A REQUEST FOR SPECIAL TEMPORARY AUTHORIZATION File No. SES—LIC—20070625—01527 DIRECTV Enterprises, LLC ("DIRECTV") hereby requests special temporary authorization ("STA") to operate the above referenced Ka—band earth station for up to sixty (60) days beginning July 9, 2007, while its license application is being processed (see File No. SES—LIC—20070625—01527). The requested STA would serve the public interest by enabling DIRECTV to conduct post—construction performance verification testing of this earth station to ensure that it will perform as intended. The public interest clearly favors grant of this application, and DIRECTV requests that it be done as expeditiously as possible.
