     PanAmSat Licensee Corp. herein requests a five—day extension,                                      through July 2,        2007,    of the
     STA previously granted to use its Fillmore,                          California C—band earth station,                   B4132,     to
    provide IOT services at 75.5 W.L.                     for its Galaxy 17 satellite.

                              Fillmore, California Earth Station E4132

                   Dear Ms. Dortch:

                   PanAmSat Licensee Corp. (“PanAmSat”) herein requests a five—day extensmn ~<—
                   through July 2, 2007 —— of the Special Temporary Authority ("STA")‘
                   previously granted it to use its Fillmore, California C—band earth station —— call
                   sign E4132 —— to provide in—orbit testing (“IOT”) services at 75.5° W.L. for the
                   Galaxy 17 satellite through June 27, 2007." Because IOTof Galaxy 17 is not
                   likely to be completed by June 27, PanAmSat seeks this brief extension of the
                  — STA.

                    The Galaxy 17 IOT operations will continue to be performed at.75.5° W.L. in
                   the frequencies 3700—4200 MHz (downalink) and 5925—6425 MHz (upl_ink). As
                   noted in the original STA request, the proposed operations have been —
                    coordinated with all adjacent satellite operators with satellites located up to six
                    degrees away from 75.5° W.L. Specifically, PanAmSat has coordinated with
                   Nahuelsat, which operates Nahuel—1 at 72.0° W.L.; Star One, which opérates
                   Brasilsat B4 at 70.0° W.L. and which willoperate Brasilsat B1 at 75.0° W.L.;
                   and SES Americom, which operates AMC—6 at 72.0° W.L. and AMC—5 at 79.0°
                   W.L. In addition, PanAmSat has coordinated the proposed operations with all
                   co—frequency Fixed Service systems. In the unlikely event that harmful
                   interference occurs, PanAmSat will take all necessary steps to eliminate the

6                  In further support of this request, PanAmSat is attaching Exhibits A—D, which
                   contain technical information that demonstrates that the operation of the earth
                   station will be compatible with its electromagnetic environment and will not
 3                 cause harmful interference into any lawfully operating terrestrial facility. In the

extremely unlikely event that harmful interference should occur due to
transmissions to or from its earth station, PanAmSat will take all reasonable
steps to eliminate the interference.

Grant of this STA extension request will enable PanAmSat to conclude testing
the in—orbit operations ofthe Galaxy 17 satellite. This will servethe public
interest by ensuring continuity of serv1ce at the satellite‘s eventual permanent .
location of 91.0° W.L.
