The underlying application was originally filed in 13. As described in the attached Explanatory Statement, Station WSKY has an immediate need to use the facility to provide news, information and sports programming to its viewers. The underlying application was originally filed in early May, but was dismissed due to missing information with the result that the station now has very little time remaining before it needs to begin using this facility. 5
