12. Description Telenor Satellite, Inc. seeks special temporary authority to authorize up to 300 C—band terminals for ESV operation. The terminals, all with SeaTel 9797 or 9707 antennas 2.4 meters in diameter, will be located on vessels traveling in U.S. and international waters and will operate with a 13 meter Universal hub antenna at Santa Paula, California. These operations will be in the standard C—band, and all operations within 200 km of the U.S. coastline will be on coordinated frequencies.

TELENOR SATELLITE, INC. REQUEST FOR SPECIAL TEMPORARY AUTHORITY CALL SIGN KA249 Telenor Satellite, Inc. ("TSI") hereby requests special temporary authority "STA") to communicate with up to 300 C—band earth stations on vessels (ESVs") via its Santa Paula, CA Teleport while the Bureau considers its pending application for permanent ESV authorization, File No. SES—MOD—20070523—00709, filed May 23, 2007. All operations will be consistent with that application. The hub antenna to be used for ESV operation is a 13 meter Universal, which is currently approved for operation under call sign KA249. See File No. SES—MOD—20061207—02107, granted Jan. 16, 2007. The hub antenna will communicate with the NSS—5 satellite. The ESV antennas to be used are the SeaTel 9797 and the SeaTel 9707. As demonstrated in TSI‘s underlying application, these antennas will meet the off—axis EIRP spectral density envelope set forth in 47 CFR § 25.221(a)(1)—(4) when the input power to the antenna system is limited to —7dBW/4kHz. Accordingly, these antennas can be operated in accordance with the Commission‘s ESV rules, as well as its 2° spacing policy. Moreover, as demonstrated in TSI‘s underlying application, TSI has engaged Comsearch and Skjei Telecom to conduct an interference study and frequency coordination which has successfully identified a continuous route along the entire U.S. Pacific coast (including Alaska) and into the five largest U.S. Pacific coast ports that ships using C—band ESV equipment on TSI frequencies may follow without causing objectionable interference to fixed service operations. Other ports will be coordinated on an as—needed basis. ESVs receiving C—band service via the Santa Paula teleport and located within 200km of the United States will only operate in the areas that have been successfully coordinated. There is strong and immediate customer demand for TSI‘s C—band ESV services, and the Bureau has previously granted numerous STAs to ESV operators, including TSI. TSI seeks regulatory parity for all of its ESV services so as not to be at a competitive disadvantage in this rapidly developing market. TSI seeks special temporary authority for a period not to exceed sixty (60) days. Accordingly, public notice of this application is not required.
