12. Description Telenor Satellite, Inc. seeks special temporary authority to authorize up to 300 C−band terminals for ESV operation. The terminals, all with SeaTel 9797 or 9707 antennas 2.4 meters in diameter, will be located on vessels traveling in U.S. and international waters and will operate with a 13 meter Universal hub antenna at Santa Paula, California. These operations will be in the standard C−band, and all operations within 200 km of the U.S. coastline will be on coordinated frequencies. 5
