          Dear Ms. Dortch:

                 On September 6, 2007, E. Ashton Johnston and Helen E. Disenhaus, on behalf of
          Horizon Mobile Communications, Inc. ("Horizon"), met with members of the International
          Bureau to discuss the status of the above—referenced Application for Special Temporary
          Authority. The International Bureau staff present at the meeting were: Karl Kensinger,
          Associate Chief of the Satellite Division; Scott Kotler, Chief, Systems Analysis Branch of the
           Satellite Division; Stephen Duall, of the Policy Branch of the Satellite Division; and Howard C.
           Griboff, Deputy Chief of the Policy Division.

                  During the meeting, we discussed the delay in acting on Horizon‘s Application for
           Special Temporary Authority, and the reasons for a prompt grant of that request, consistent with
           Horizon‘s previous submissions in this proceeding.
