Listed in Attached Exhibit Dear Ms. Dortch: On May 2, 2007, Serge Nguyen of Mobile Satellite Ventures Subsidiary LLC ("MSV"), Thomas Tycz, consultant for MSV, and David Konczal and Tony Lin, counsel for MSV, met with Robert Nelson, Scott Kotler, Kathyrn Medley, and Stephen Duall, all of the FCC‘s Satellite Division of the International Bureau. MSV reiterated its position in its April 18, 2007 filing on the record that the Inmarsat Loan Report failed to provide a "detailed, quantitative explanation" justifying Inmarsat‘s use of the Loaned Frequencies.
