Dear Mr. Kotler:

     This is written to explain the events which led to the expiration of the earth station
licensed to Sound of Life, Inc. (SES—LIC—19951017—00299), and the action taken once
the fact was discovered. We hope that these facts will be considered if the Commission
ever considers imposing a penalty against us for the expiration of the authorization.

      Sound of Life‘s earth station authorization was obtained and its satellite program
transmission facilities have at all times been maintained by a third party contractor. Due
to the technical nature of the satellite facilities and the lack of any expertise in this area
on the part of any person in our organization, we were dependent upon our contractor to
maintain the facilities and authorization. Sound of Life recently decided to retain a new
contractor, Ka You Communications, which advised us that the authorization had
expired. We have received no communication from the Commission in this regard, and
self—reported the expiration of the authorization, by means of a request for an STA filed
on February 8, 2007. Pursuant to instruction received from the International Bureau, we
are in the process of preparing (through our new contractor, Ka You), an application for a
new authorization for these same facilities.

      Our organization is a small, non—profit educational entity with limited resources.
We responded to the expiration of the authorization as quickly as practicably possible
after we learned of it, and have been assured that our new contractor will not permit a
reoccurrence of this unintentional oversight. We would appreciate it if the Commission
would take our self—reporting, our cirecumstances, and prompt effort to correct our
inadvertent failure into account to the extent that it may consider imposing any penalties
upon us at some later date.
