Dear Ms. Dortch:

               On November 19, 2007, Diane Cornell, Vice President, Government Affairs,
Inmarsat, and John Janka, representing Inmarsat, met with International Bureau staff
including Helen Domenici, Chief of the International Bureau, Roderick Porter, Deputy
Bureau Chief and Gardner Foster, Legal Advisor.

                 The Inmarsat representatives discussed the importance and urgency of
approving the pending Horizon and iPass BGAN STA applications to communicate with
Inmarsat’s mobile satellite network. They emphasized that these applications have been h l l y
briefed, and raise no novel issues that differ from other applicants whose STAs have been
approved, and noted the intended important uses for the service by Horizon and iPass, as
described in previous filings. They reiterated the points made by the applicants in their filings
about the public interest benefits that approval of the applications would have for public
safety, critical infrastructure, military, media and other users of the proposed services.
