 Conditions:

The authorized frequency bands have been cleared with the National
Telecommunications and Information Administration.
Licensee‘s mobile earth station terminals operating on board aircraft shall comply with all
applicable Federal Aviation Administration and International Civil Aviation Organization
(ICAO) rules and regulations and all other international agreements in forces t which the
United States is a party.
Licensee‘s mobile earth station terminals operating on board maritime vessels shall
comply withall applicable U.S. Coast Guard and International Maritime Organization
(IMO) rules and regulations and all other interational agreements in force to which the
United States is a party.
Licensee‘s mobile earth station terminals operating on board aireraftshall comply with
the Section 87.147(d) of the Commission‘s Rules. See 47 C.RR. Section 87.147(d).
This authorization is issued pursuant to and subject to the conditions and terms set forth
in the Commission‘s Order released July 2, 2002 (DA 02—1566)
AMTECH‘s MET operations shall be limited to the 2.0 megahentz of spectrum in each
direction ofthe 1626.5—1645.5 MHz and 1530—1544 MHz band coordinated for the
satellite(s) being accessed in the most recent annual L—band operator—to—operator
agreement, and that no additional spectrum will be requested or used.
AMTECH‘s operation of its METs is on a secondary basis to safety and distress
communications of those stations operating in the Global Maritime Distress Satellite
Service.
AMTECHs MET operations shall meet the real—time priority and preemptive access
limits set forth in its application, File No. SES—MOD—20060614—01012, including the
requirement that all METs will be capable of preemption for maritime safety systems
within no more than 15 seconds.
AMTECH is granted continuing authority for the term ofthis STA during pendency of its
modification request.
