Dear Ms. Dortch:

         SES Americom, Inc. ("SES Americom") has filed the above—referenced applications for
special temporary authority ("STA") to communicate with the Gibraltar—licensed AMC—18
spacecraft for a short period at 81° W.L. The STAs relate to a service evaluation of triple—feed
satellite dishes to enhance distribution of IPTV video programming to rural video customers.

        SES Americom submits that it would be in the public interest for the Commission to
classify this proceeding as governed by the permit—but—disclose ex parte procedures that are
applicable to non—restricted proceedings under Section 1.1206 of the Commission‘s rules. See 47
C.FR. § 1.1206). SES Americom requests that the Commission adopt this classification by
notice to the parties, and is providing a copy of this proposal to the Comision Nacional de
Comunicaciones of the Republic of Argentina by e—mail as noted below. This process will serve
the public interest by facilitating the development of a complete record upon which a well—
reasoned decision can be made.
