Dear Ms. Dortch:

       I hereby address the Federal Communication Commission (FCC) in order to
express the concern of the Administration of Argentina resulting from the utilization of
81ºWL orbital position by AMC-18 satellite system.

       In this sense, we express the support of the Administration of Argentina to the
questionnaire sent by the FCC to SES Americom, and assert our dissatisfaction and
disagreement with the answers provided by such company.

       SES Americom Inc. admits that the AMC-18 satellite was placed at 81ºW on
January 11th and recognizes that the satellite communication payload was used from
January 12th through 16th under an authorization granted by the Gibraltar Regulatory
Authority (GRA).

       These activities, which were not authorized by the FCC and do not have the
consent from the Administration of Argentina, impinge directly upon the commitments
assumed under the Coordination Agreement entered into by the FCC and the CNC in 1998.


Conclusion

        In accordance with the aforementioned statements, the Administration of Argentina
restates its reasons, grounds, terms and conditions of its petition filed on December 28th
2006, respectfully requesting that the FCC deny any and all authorization applications
associated with the 81ºW orbital position, until the Administration of Argentina, through
its company AR-SAT, brings again into service such allocation on a regular basis.

        Within the framework of Attachment C, sections (ii) and (iv) of the Coordination
Agreement executed by both Administrations in 1998, it is hereby requested that the FCC
take the corresponding legal actions in order to implement such Agreement as well as any
and all measures necessary for the effective implementation of the same.
