      Dear Mr. Barker:

      It is our understanding, based on information provided in a telephone call initiated by SES
      counsel on January 17, 2007, that the AMC—18 satellite was located at the 81° W.L. orbital
      location. Based upon this information, SES Americom is directed to provide written responses to
      the following questions:

      1.      When did AMC—18 leave the 80° W.L. location, and when did it arrive at the 81° W.L.
      location? Was the communications payload ofthe spacecraft, i.e., other than TT&C functions,
      operated after the spacecraft left 80° W.L.? If yes, please explain the nature and scope of such
      operation.

      2.       Did SES Americom transmit signals to or receive signals from AMC—18, using a U.S.
      earth station, during the drift of AMC—18 from 80° W.L, to 81° W.L.?2 Was a U.S. earth station
      utilized to effect the placement ofthe satellite at the 81° W.L. orbital position? Did SES
      Americom transmit signals to or receive signals from AMC—18 at 81° W.L. using a U.S. earth
      station?

3.      When did SES Americom, SES Global, and/or SES Gibraltar first begin planning for a
possible stop of AMC—18 at 81° W.L.? When were those plans finalized? When did SES
Gibraltar first discuss those plans with Gibraltar regulators? When did SES Americom become
aware ofthose discussions?

Please provide your answers at the earliest possible date, but not later than January 22, 2007.
Please include in any response a declaration in the form specified in Section 1.16 of the
Commission‘s rules. To facilitate processing of the above—referenced applications, a copy of your
tesponse can be provided via email to Scott.Kotler@feo.gov. We acknowledge receipt of your
email and letter dated January 18, 2007, requesting withdrawal of certain of the above—referenced
applications. No action will be taken concerning the remaining applications for special temporary
authority until receipt and review of your response.
