("PanAmSat") herein éupplements its previously filed request for 30—day Special Temporary Authority ("STA"), from Novemiber 29, 2006 through December 29, 2006, to use its Fillmore, California _ C—band earth station —— call sign E4132 —— to test and provide launch and early ~ orbit phase ("LEOP") services for the WlldBlue 1 satellite thatis expected to be launched on December6, 2006. L Speciflcally, PanAmSat confirms that for purposes of the WildBlue—1 — LEOP mission, it is seeking to operate in the frequencies listed in the STA request at power levels not to exceed26.5 dBW. The frequencycoordination _ report submitted with the STA request reflected a higher power level of 28.7 dBW because that is the level at which PanAmSat might operate in the event an emergency necessitates the use of a higher power level inorder to command the satellite.
